Yes is a silver color. its absolutely flawless. I dont know what to make of it. It's part of an inherited collection that I have added to my own collection I am slowly going through it trying to itemize what I have. Constantly finding new and exciting things like this. I don't know if it has been plated. What I do know is the coins I received haven't seen the light of day in over 50 years, So if it was plated it was a long time ago?

Clearly new (or almost new) when it was altered. Just a bit of mischief - paint is a good guess.

Absolutely not paint. when you look closely through a loop you can see there is nothing added to the surface like pain would add. not even the most minut amount. Possible electro plating.. if so it's done very well.
