Assuming the Scratches are on the 2x2 mylar I would give it a PR68 Cam if the marks are on the coin then 67 Cam.

Thanks for your comments, the specks are on the 2x2,

Do you think it would make the Cam designation with the breaks (lightness in some areas of the frosted devices) on the reverse ?

I had it in my own mind as a 67-68 no cam ,, Proofs are a whole different ball game to me, but I'm working on the curve,since most will go above a 65 in everyday condition, the refining involved in determining a grade above a 66 or 67 is something I need to be able to do.

I think it will go Cameo on a good day PCGS seem a little more lax on the Jeffersons from the 60's with their cameo designation. At least thats what I have seen from the slabs.

I've had some modern proof sets like that in the past where some of the coins are sort of semi-cameo. Is there such a designation as "light cameo" from the grading services?

I think there is a Lt Cameo but I am not sure which company gives it.

PR67, no CAM designation - too weak on the reverse.
