can somebody please give me some insight on this 1994 D penny I'm confused because it seems to be still is a lot wrong with it

It's damaged. You can see the dings and scratches on the metal. The Zinc core looks like it has been exposed.

If it were steel, then it would stick to a magnet. (It won't) Look like it was placed on cement, stood on with one foot and turned scraping the plating off one area of the high points of the coin?

It's a very worn copper plated zinc cent. Aka Zincoln.
