1993 D Lincoln Cent Silver Plating Error?

Found this in a roll earlier. I've never seen anything like it and have looked around for a bit online to see if I could figure out what's up with this coin but I haven't been able to get a clear idea. Can you guys help out please?

I thought maybe it could be an unplanted but it doesn't look like any I found and then I've also thought it could just be damaged and someone did this to it... but.. there's some little scratch marks in the silver part that someone made in it before I got it (trying to scratch it off, maybe they thought was paint?) and it's silver still in the scratch marks..

Some kind of environmental damage. It did not leave the mint that way.
