Beautiful coin! I think the picture is post slabbing looking around the rim.
I've seen that level of detail on 1916's, but not on a 1919. I detect a slight weakness in the strike, I think the die sharpness is hiding it a bit. On the shoulder you can see some planchet scratches. That's the first place I look on the obverse because it's easy to detect. Also, the hair above the ear is missing a little detail and the cheek has an ever so slight flatness. I think the other very fine scratches are due to the slab and off reflections. I'm certain PCGS put a lot of thought and discussion into that coin.
