Hello all. I have come across a cent. A 1990 Lincoln. It has a brilliant luster as opposed to the others I have found but how would I know if it is a proof coin?

It's is not a proof. Proofs moatly have a mirror-like finish. You just found a 1990 penny that hasn't been in circulation much. Maybe from a collection or someone had some change stashed for a long time. Still cool to find an almost 30 year old coin that looks like it just came from the mint.
