It's Post Strike Damage (happened after it left the U.S. Mint). It caused the metal to get pushed over and flattened on the letters.

The deeper edge below the rim is also a striking issue. The outer edge of the die had a burr forming on that the edge of the die. (Probably from being contained in the collar). The raised area above the fields, leaves a lower area next to the rim. No premium for this, but in case you need to know what caused it.
