I scoured the internet and can't seem to find a quarter like this. Wondering if it is PMD or not.

That is just damage caused by a coin rolling machine. Very common.

Yes, it's PMD, most likely caused by a coin rolling machine.

It's Post Strike Damage (it happened after it left the U.S. Mint). Most likely caused by a Coin Wrapping Machine.
