I agree. Looks like the brass was brazed on after the fact. PMD. Any way you could get a closeup of the brass mass and area around it?

It is only an error if it happened at the
Mint and there is no way that could possibly
have been done then.

It's Post Strike Damage (it happened after it left the U.S. Mint).
