It looks like damage from high heat to me.

To CCF! That's Post Strike Damage (happened after it left the U.S. Mint). Apparently, high heat was used, and it caused your coin to blister and form a bubble from heat damage.

actually just a spender. But keep your eyes out for anything different on a coin - may just turn out to be a real error!
