I have a question as to why this San Francisco coin doesn't have the high gloss sheen as a proof coin does.

It's because it's not a proof coin. The San Francisco Mint also makes business strike coins for circulation, not just proof coins. Proof coins will have different rims and will have a frosted mirror finish to it.

San Francisco does make circulation (business) quality coins but they're not really meant for circulation, they are a collectors item. They can end up in circulation if someone spends it since it is a quarter.

Tanman is correct. They're not really meant for circulation. They're meant for collectors, but some of them end up spending them in circulation. So as you know now, the San Francisco Mint makes Business Strikes and Proof Strikes.
