Members have said that Rotated Dies are more common on older coins from the 19th century. In order for a coin with a Rotated Die error to carry a premium over face value, it has to be rotated 90 degrees or more.
Tolerance is usually considered to be 15 degrees. I don't think it has to be rotated 90 degrees or more, I'd say interest starts developing at around 45 degrees.
