I'm literally so confused as to what this is.
Looks masonic but honestly I have no clue.

Marking is risen and can be felt when I run my finger across it so
I don't think it was added after mint.

That's call Post Strike Damage (it happened after it left the U.S. Mint). It's damage.

That's what I was thinking but, I'm not sure. The markings are raised rather then cut into the coin.
