On the obverse, it could be a Struck Through error, but closer pictures will be needed. On the reverse, that's Machine Doubling, since the devices are reduced in size, and it's shelflike in appearance. http://www.error-ref.com/machine-doubling/
Edit: Do any members think that the OP's coin was Struck Through on the obverse?
Can you take pictures at a few different angles? Normally if it were damage you would see displaced metal around the edge of the affected area, and I'm not seeing that, so I'm leaning towards a strike through as E & V mentioned, but the pictures could be deceiving.
I'm curious to see what other's think about it, too.
