Nope, not a Doubled Die Obverse. It's Machine Doubling, since the devices are reduced in size, and it's shelflike (flat) in appearance. Good thing you didn't pay a lot of money for this one, since Machine Doubling doesn't carry any value over face value. http://www.error-ref.com/machine-doubling/

This type of doubling is called push doubling, but the same cause MD.

It's an exceptional example of MD, or Push Doubling, as coop said. There's a topic to post MD in somewhere around here, but I always have trouble finding it.
