I was wondering if you can get better close up pictures of that area? I was going to say it's Post Strike Damage (happened after it left the U.S. Mint), but I'm unsure.

Edit: Where the heck is my manners? To CCF!

Are the marks raised or incuse? (sunk into the coin) If they are pressed into the coin, then it would be damage. If it is raised, then it would be a die issue. Can't tell from here.

We'll, it's unfortunately just Post Strike Damage (it happened after it left the U.S. Mint). It took a hit, causing the metal to get pushed over and flattened. It's worth face value.

I'm only referring to Washington's face, his mouth looks home and on the reverse the broken "R" in Quarter between the R and T. Do you see it.

Yes, I do see it, but it's only damage, not an error coin. It's Post Strike Damage as I already stated. Worth face value.
