Cleaning doesn't look too severe; the coin might get a straight grade from PCGS, with a bit of net-grading down to AU-55 or 53.
There is a hit at the base of the 1 in the date that is a slight negative.
Overall this coin has decent appeal. It's hard to find pleasing examples of classic quarter eagles.

The parallel horizontal lines in the field and devices almost always indicate cleaning.
IMO this one should net closer to AU 50/53

Thank you for making me aware of that, I dont have very much experience in gold. The halos around some of the devices can also indicate a cleaning happened at one point in time, these ones are kind of splotchy so it could be natural too, but to me the two in conjunction with each other is pretty suspect. Your judgement is probably better than mine though.

I mentioned cleaned because the coin looks like it was removed from a bezel. There are marks close to the rims that look as if it was clamped with prongs. No way a coin that sat in a bezel would not be cleaned as the hairlines indicate.

I had the same opinion as IndianGoldEagle. The hairlines and bezel marks point to a cleaning.
Gold is a softer metal, and light hairlines can often appear from circulation. However, when a coin has hairlines to this degree it is almost always cleaned.
