I found this couple of years ago. Both sides are identical. The eagle is very low quality. There seems to be a broken extension on top of the coin(?). possibly a loop. Soo is this a coin or something else? Is it rare?  Why is imgur prohibited?!?!?Edited by AntsAus

Sometimes two coins are sandwiched together to make a piece of jewelry. This may be an example of such an item (hence the vestiges where a loop was attached, to hang it from a chain). If you go to ebay and search on "Double Sided Coin Jewelry" you will be able to see what the market for objects like yours is like (it was probably worth more with the loop still attached). For me, it is a cast replica of a coin.
If real coins, there would much more detail in the eagle

I have seen quite a few Austrian 1/4 Florins over the years, but nothing quite like this one.
Why are the letters so well defied but only the outlines of the double headed eagles are seen?
There is a suspicious looking (casting?) sprue to be seen above the double heads on the edge of the coin. There is also the possibility that it may be a soldered on tag for suspension.
A picture of the edge would be diagnostically very helpful.
Ping tone test may prove very helpful as well.

It's the reverse of an 1859-A Austria 1/4 florin, however, this is a cast copy probably intended for jewelry use. Whereas the original was silver, this appears to be gilded or plated base metal. The details are too implausibly flat to be a struck authentic issue.
