Don't think so,looks like a die abrasion mark.

There are many die scratches within the bays of the memorial. Since the bays were abraded so much and the "doubling" does not clearly appear like a straight, complete extra column, it is likely just die abrasion.

Probably caused by Die Abrasion, since the reverse shows abrasion. They polished the die down to get rid of Die Clashes, and to extend the dies life a little longer.

On bay 11, it looks like it could be split plating on that one area. But when die scratches look like they could be doubled columns, you need to check above and below the building to see if they extend beyond the building. If they do they are not extra columns.
