Sorry, your coin is a regular 1990 circulation strike example. No premium other than face value. Do you have a RedBook? compare the photos in PCGS Coinfacts between any modern proof versus circulation strikes and you can easily discern the differences.

These are not PROOF coins.

Proof coins have squared off rims and mirror-like surfaces. They are issued in proof sets inside a plastic holder.

I think it's safe to say any proof no S is impossible to find in circulation.
