If ICCS gave it the famous 'net grade 60', there is something they don't like about the surfaces...the fields are way too clean for it to be a technical grade. Perhaps an earlier procedure to lighten a dark coin? My first impression was 64 BN.

Isn't it very hard if not impossible to get a grade above MS 60 with ICCS if there is not signs of red still showing?

Perhaps. If its not blatantly red and above F15, they never forget to remind you that the coin in Brown! One thing is for certain though, ICCS is very tough on grading NL coins.
What's wrong with these TGP's that they can't give grades AND an explanations for the grade. I mean, it wouldn`t be hard for them to make a small note on how they came to their conclusion. People would pay more for that wouldn't they?!? It would mean more to collectors. From what I read, collectors in general are tired of the inconsistency and are looking for something more than just a flat net grade with no explanation.
When paying for crappy cable started to seem like a waste of money, people started shifting to Netflix and the like. I say, smarten up ICCS. People want more.

ICCS operates under a different set of grading standards (not ANA standards). The MS-63 and -64 would be likely grades from NGC or PCGS.
