It is quite common, and noticeable on dimes more than any other denomination because of their small size. A coin being struck slightly off-center is very common. What I meant is that it is more noticeable on dimes because of their small diameter, not that it occurs more frequently on dimes. Just think, if a coin is struck half of a millimeter off-center, on what coin would that be the most immediately noticeable?
