Appears to be angled, this is Post Strike Damage, it happened during circulation, not at the mint.

It's just a damaged coin. It's not an error. The metal has been pushed in from taking a hard hit in circulation.

Looks like the neck is real small? Looks like the metal on the obverse what thinned. Note LIBERTY devices are thinner. (I think I see Florida and Cuba on the obverse) LOL
