Maybe you're seeing the very common Master Die Doubling on your coin.

Edit: Nevermind. I see what you're talking about. I do see doubling in the "N" of "IGWT".

Looks like master die doubling to me also. There is a lot of glare,what is your lighting set up?

Thanks for looking, If the coin is real shinny I have a really hard time getting clear pic,s without glare. Even tried blocking some of the LED on the scope?
