Quite possibly but I'll bet it wasn't toned or scratched like that in the holder.
"Dipping" is not considered cleaning...

There is not a snowball's chance in he double hockey sticks that coin is an ms66..
It's at best an ms64.

Look at the scratches (or small linear marks) in the field to the left of the Queen.

Even MS65's don't have these marks.

I'm not inferring the seller is dishonest.

Maybe it's an ICCS typo.

Also, it's a two-letter cert and the very last 2-letter cert was issued in 2011, so this ICCS coin is at least 7 years old and a lot can happen in 7 years.

Anyways, I am surprised if anyone responds that it could be an ICCS ms66.

Possible that scratch is a staple scratch.
Looks like it has been removed from the 2x2.
Anyhow it is no longer a MS66.

Don't think that it's even a 64 ... there are more than 5 dings on the reverse as well, let alone the Obv scratches.
