It almost looks like a Grease Filled Die issue, but that seems unlikely given how noticeable something like this is, but that's my best guess.

Some little un-named garage imp has decided to forcibly remove it. Don't think the whole device would be a grease filled strike, other portions would have been affected as well, it is an intentional removal. Not a mint error, Post strike damaged.

Note how the field retains a different color...

I agree. It's even possible that they smoothed that area in order to later inscribe a monogram or other image and transform it into a love token or similar. Alas, the canvas remains bare.

It's Post Strike Damage as Crazyb0 said. This happened after it left the U.S. Mint. Someone smoothed out that area somehow.
