Kind of looks like a 1983 cent that took a hit from a chisel, knife, flat-blade screwdriver, or something. Also it appears to have lots of zinc gas bubbles.
It's a damaged coin unfortunately. It's Post Strike Damage (it happened after it left the U.S. Mint). There's scratched and pushed up metal in the date.
