The RCM decided for some reason to not put DG Regina on the coin. A coin does not have to have DG Regina to be legal tender. Take the 2001 Year of The Volunteer coin. It also does not have DG Regina but is legal tender.

Some commemorative coins issued under Queen Elizabeth have not included the phrase "Dei Gratia Regina" or an abbreviation. These include coins for the 1976 Montreal Olympics, 25 cent coins for the 2010 Vancouver Olympics, (but not the dollar coin issued for the same games), the 2001 10 cent coin commemorating volunteers, the 1982 dollar coin commemorating the patriation of the constitution, the 1984 Jacques Cartier commemorative dollar coin, the two dollar coin issued in 2008 commemorating the 400th anniversary of Quebec, and the 2012 two dollar coin commemorating the War of 1812.

Thanks kuh_85. I am familiar with all the coins you mention but didn't notice, or put it together. Heck, this is embarrassing, I have a 1976 Olympics $10.00 coin for a pocket piece. How many times have I looked at that coin, and still missed it!..

Ditto. But no reference to that being a factor online and since it's been done previously for a mix of Quebec related and non-Quebec related coins it could just be a straight artistic decision. For example, in this case due to the date and CANADA having switched sides. Or perhaps an engraving decision where it was simply easier to use the standard outer ring reverse design for the outer ring obverse keeping CANADA the same and substituting ELIZABETH II for 2 DOLLARS.
If I remember correctly this toonie was mainly distributed by a few Quebec banks, as thus it's just part of Canada never ending acceptance of Quebec's distinct society
Also, another detail: the toonies ("2008 Quebec") actually have the RCM mark next to the Queen. Wonder why that's there. Maybe to let people know it's legal tender.
