I found this going through some of my father's old coins.Clearly something unusual about the 1 in the 1949 could not find any info. Is this after mint damage? And if so what causes this.

It could have took a hit and the metal was moved to a new location. PSD

Agree, upper portion of the 9 was partly displaced by circulation contact and has now blended in nicely over time.

To CCF! What happened to the number "1" here is it took a well placed hit, causing the metal to get pushed over and flattened. It's Post Strike Damage (it happened after it left the U.S. Mint). It's not an error, but damage unfortunately.
