Normally when putting together a book of coins like these I would just go get a Whittman book and fill in the holes. Like
I am however having trouble deciding whether I should put these in a book or go with an album due to their condition. They don't look like much now, but if all goes as planned this will be a nice looking set in the near future.
I currently have a complete date set in blank pages from an older Whittman album just sitting on a shelf. I do not have the album to put them in.
I would like to upgrade to something that is labeled. I know I will have to get some more varieties, but I have this in the works as well. I might even want to add the proofs to the set too.
So what do you all put your Small Cents in? A book, album, or just 2x2s?
Any suggestions would be appreciated.

Mont, I use Whitman blank pages for most all my albums. I use a PTouch labelmaker with 1/4" tape, either white on black or I really like the white on clear. That way I can personalize my pages, put in other types if needed, not being bound to an empty Whitman hole. I've posted about it but on phone now and can't pull up pics easily, will try. Found some :  This dime book holds Mercy and Roosies 1916-present with proofs 1964-2016 so far...  This small cent holds from FE through 1958 LWC's. Another covers all LMC's w/ proofs to 1955-2018.

Thanks for the info Crazyb0. The set I am looking to put in a book or album is the one I bought off you. The pages you sent them in are nice and I plan to keep em, but they are getting old and the plastic covers could use being replaced. I figured since I was starting to upgrade a bunch of the coins in the set I would upgrade what they were in too.
I also got a bunch of Canada Nickels from you in the same lot. I have already started putting these in Whittman books. Still missing the 1925,2018 and some of the minor varieties. I also have some of these coming too.

I have not been collecting long, but there are two options for me and the choice depends on the subject. If I make my mind up and set a goal to complete a specific series, then an album is what I choose (with the option of adding an additional blank page for proofs/varieties, etc.).
For everything else that I have gathered, binders and 2x2 pages work fine. I actually need to get another binder and reorganize everything because of growth.

The holes that are empty are as follows. 1925 1926 Far 6 1942 Tombac 1947 Plain 1951 High and Low relief 1953 NSF Near and far 1953 SF Far. I was not expecting to get the minor varieties until I got a book to put em in. Gotta fill those holes now. I do not yet have the Whittman book for the 1964-2018 Nickels, but I am sure I am missing some of those varieties as well. As for the Small cents, well that depends on the book or album I get. I do have a friend in Canada that is sending me a bunch of Small cents and nickels. He isn't charging me for the coins, just trying to clear out some excess coins from when he had an ebay store. Basically he closed the store and is giving his extras to a few friends.

Mont, I'm almost certain I have an extra 1942 Tombac, 47 plain and en extra 1957 bug tail ( which will probably be in most books) kicking around that I can send your way if you would like just to help you out. Send me a PM if you want me to take a boo for ya.
As for the original post, I used to go with date albums but got very irritated ( or OCD, however you want to interpret lol) when there was a slot for a coin that I would never be able to afford or didn't have a slot for ones I had or wanted to add in addition to the standard dates set out in the album. I recently took a poll in this section asking opinions. I decided with 2x2 in sleeves placed in a nice album/binder. This way they were labeled by me and arraigned to suit my needs and wants. Also it's nice to be able to shift the coins quick and easy, without handling the coin, if I made a mistake and forgot one coin. This was my biggest pet peeve and already since I started with this new system has already come in handy when I forgot one coin 30 years prior. Lol. I like it. Jmho.
