Cant really identify if this is partial SILVER because the tint is very silver!! Also bad Stamp-Need some help I'm new at this.

It is a worn die issue,DDD. The color is just toning.

Lots of the pennies from the 80's are messed up like that. Note that sort of doubled rim on the front. Also, many of those appear from the 80's. I used to put them aside as if error coins but now I've seen so many I went back and put them all into circulation.

This is called Die Deterioration (die wear), caused by a worn die. It's a very common issue from the 1980's.
