If you rotate the coin 180 degrees it will probably go away. Shadows, this is because of deterioration, the edges on the devices are becoming stretched and mushy.

Not lighting. Why would there be a lighter color on the field under the 'T' on TRUST on the motto area. Coin rub.

Coop answered to the scratches in the field in front of bust, I answered to the title topic of the face being doubled. That lighter look is a shadow, a trick of lighting refraction due to angle of light source.
