1999 Lincoln Penny, Missing Copper Layer On Obverse And Reverse?

I am not sure if the bottom coin is missing its copper layer, or if its just corrosion? The top coin I had up a few months ago just to compare with the other.They both weigh 2.46 +'- .02 grams Thanks!
Note: Its the same date also!

Nope, not missing the Copper plating. Just Zinc Rot corrosion setting in. It's Post Strike Damage.

Both coins are considered with environmental damaged,they have been exposed to wet conditions or buried in ground for awhile.
