It looks like the US Mint just re-opened sales of the Army, Navy, Air Service, Marine Corps and Coast Guard coin/medal sets, after returning orders since March. Does anyone have any intel on this? What happens to those who got their orders denied?

It also seems that they are only going to be selling the number of those that were originally ordered but were canceled. But they were canceled by the Mint!!

What about those folks who tried to purchase them but got denied?

Once it's canceled its canceled, they would have to reorder

Some were for various reasons, but the majority are returns or cancellations. Whenever the mint has done these mint to demand things that take months for orders to be fulfilled there are always a large number of cancellations from people either losing interest or finding them elsewhere
