I'm thinking the same thing too. Maybe they bought it off of someone or got it from a U.S. Mint Employee. Or they found it in a mint sewn bag of Cents (I highly doubt it, but anything is possible).

The US mint I believe still sells coins in bulk totes so something like this could just fall into the bulk bin and is sent out, and may I add a truly legal to own aluminum penny.

Oh yeah. I mean it's not impossible to happen, but it would be a very rare occurrence. Do they really still sell bulk bags?

Yes you can buy Ballistic Bags directly from the mint. Cost is roughly face +250, you have to pick them up yourself they don't deliver, provide your own transportation and forklift to move the pallet, and pay a refundable deposit on the special pallet.
