I thought this was a 1 kurus Mahmud II 1223 (1829) #1634;#1634; as

but although diameter is approx 27mm the weight is 2.8g and it does not look or feel like silver !
So, is it or isn't it ?

Yes, the numista page indicates these coins are .220 silver. The weight is a bit heavy, but could still be within tolerances.
