I found a 1983 penny that looks like it has damage on the coin but I was wondering about the numbers 1983 and what is under the letter D? thanks

Correct, you seems to have a couple of post-strike issues here, including zinc plating bubbles, a scrape across Lincoln's chest and perhaps some rim nicks.

Yep, it's damage. You have Zinc Rot setting in from the Zinc core being exposed.
