This looks to me like a typical example of a coin that's suffering from environmental damage, probably after having been buried in the ground or lying on a beach for a few years.
Ask any metal detector owner and they will tell you that they find dozens of cupro-nickel coins that look just like this. I usually rub my 'beach coins' in the wet sand between my thumb and forefinger to get them back into spendable condition!
