It was Struck Through Grease lightly it looks like. Also, your coin is in a Late Die State (LDS). The die was getting close to retirement by the time it struck your coin.

It is a combination of both, struck through and excessive wear due to being a Slot machine quarter, although dark on the edges in photos, I bet there are no reeding left on the edge!
