On your 64 it is a slight misaligned die obverse, reverse has a marginal Struck Through Grease by STATE and EPLU
On your 82 the cause is a damage don by coin wrapper and it has damaged the devices around the circumference ,on the reverse same as 64 there is a light Struck Through Grease.

Although, they are both spenders unfortunately. There's no premium for these.

The 1964-1968 cents were having an issue the the master hub. It needed to be replaced as the devices were on the rim area becuase the mater hub was widening. This was fixed in 1969 with a new master hub. On the 1982 large dates, the same issue again need to be fixed. This time they addressed the issue on the same year with the small date design. That is why the Mottoes is almost on the rims.
