Looks like it got run over by a Rain deer it is not a mint error, it is considered post strike damage.

Alot of wear, looks like something was criss crossed over Jeffersons head to make those patterns, after it left the Mint.

Could be many possible explanations, but it's certainly PMD and probably deliberate.

It laid on something with an open weave pattern and toned that way.
