1990-Washington-Quarter-Punch-Over

This 1990 Washington quarter has a shape of a small coin on the Obverse. However, from the discoloration, I suspect its environmental damage. Any thoughts? Regardless of the conclusion, this is an interesting coin to look at.

It's Environmental Damage unfortunately. It's Post Strike damage, since it happen after it left the U.S. Mint. Good question though, and it never hurts to ask!

I agree. Most likely, a dime (or cent?) was sitting on the obv of this coin while both were bathed exposed to something which caused the toning.

Looks like a sticker or something like paper was stuck over a period of exposure, then fell off.
