You have a coin that was damaged by a machine, most likely an old parking meter that spun around the outer area pushing the metal in(RED CIRCLE) and smashing the letters(YELLOW LINE)
To CCF! That's just a well placed hit that caused the metal to get pushed over and flattened. It's not an error. It's Post Strike Damage (it happened after it left the U.S. Mint).
