Is this a doubled die on the mintmark?

No. Generally coins minted before 1989 had the mintmark punched by hand so there is no way for it to be a doubled die. There are RPMs =repunched mint marks but yours is neither. Either just took a hit from a coin or is the result of the die being worn out. Either way there is no premium. On a true DD, the doubling usually occurs on the date or in God we trust, basically everything but the mintmark. Check.out doubled die.com and read up on the section that shows how they occur and it will give you a better understanding than what I can explain as to how doubled dies occur.

FYI-
DDO means Doubled Die Obverse.
If yours were doubled, it would be a DDR (Doubled Die Reverse.)
