Lettering in the angles between the arms of the cross looks like P A O D, so possibly a denier/ denaro of Padova?
But I cannot find any images of Padova coins before 1300s, and this looks like it should be earlier.

Edit: Here's a better (but still not perfect) guess. Silver temple type pfenning from Regensburg, 10th/11th century, like this one:

One can also find temple type pfennigs from time of Otto III with O D D O in the angles of the cross, but yours does not look like a match for those letters. More like this one that has O D O A:

Anyhow, Germany 10th/11th c. looks like fertile place to search.

Am bumping this thread in hopes that one of our medieval experts can make a definitive ID.
I was thinking along the lines of one of the holzkirchenpfennig types from Ottonian times in Germany, but maybe that's not right (also considered Carolingian temple deniers but seemed less likely). Also, I may be looking for letters in the angles of the cross when these are just annulets and wedges (though that upper right sure looks like a gothic A, and the lower left appears to be formed differently than the adjacent O or ring).

It is an Otto Adelheid pfennig, minted between about 983 and 1050 in central Germany. These can have either O D D O in the angles between arms of the cross, or O D O A like yours.
