I need help to identify this coin I think it could be a Trajan quadrans with Plotina on the reverse but I'm not sure, @ 4.12g and 18mm

Looks more like Hadrian and Sabina to me.

Likely candidates:
AeliaCapitolina Meshorer 7 - Hadrian and Sabina AE20 of Aelia Capitolina (Jerusalem) Judaea. 135-138 AD. IMP CAE TR HAD AVG, laureate, draped and cuirassed bust right / SABIN AVGVS, draped bust of Sabina right. BMC 1.

Alexandria Milne 1272 - Hadrian and Sabina, AR tetradrachm of Alexandria, Egypt. AD 117-138. Dated Year 13 (128-129 AD). 26 mm, 13.11 g. AYT KAI TΡAI AΔΡIA CEB, laureate, draped and cuirassed bust of Hadrian right / CABINA CEBACTH, draped bust of Sabina right, wearing stephane, Date L IΓ in left field. Milne 1272; RPC III 5729; Cologne 997; Dattari (Savio) 1249

Wildwinds suggests some other candidates but the pics aren't good.

My thinking it is likely a provincial.

Almost certainly Hadrian
But the reverse looks like a city goddess wearing a turreted headdress.
I really have no clue ......
But if I had to guess I would check the area around Phoenicia

Also visible on the reverse left of bust AN...XEΩN. I think Bob L hit the mark.
