I can't see what you see.
Going to need a clear larger picture of the Obverse AND the reverse.
There are markers on the reverse as well.

No, it isn't. The 1970-S struck on a Canadian quarter is a unique coin, that is most likely a mint worker assisted error. In other words, an employee brought in a Canadian quarter, placed it in the press, and struck it with the 1970-S dies. Unless they brought in more Canadian quarters and made more, there is no possible way for more to exist.
