1996 D Lincoln Cent With Obverse Die Chip Looks Like Elongated 9

This 1996 D Lincoln was found in pocket change. A die chip on the Observe below the date makes it look like one of the 9s is elongated.

Thank you for clarifying that this is a bubble and not a die chip. I believe I have several more pennies with bubbles. Must be a common error.
