clear stamping from the 9 around and over the L in liberty, "In God" double die? I can find no documentation on 39 error.

Hannah, you need to produce better, more clear, focused images in order for anyone to help you with your question.Sorry there's not enough data to be seen in your pics, they are too distorted! the only thing I can guess on your first pic. is the circular gouge caused by a wrapping machine and it is considered damage.

It appears to have been damaged by a Coin Wrapping Machine during the end crimping of the roll. Not an error from the mint and somewhat degrades the value of the coin.

I can see Coin Wrapping Machine Damage and your coin has been plated as well. It's Post Strike Damage (it happened after it left the U.S. Mint).

Wrapping Machine Damage is evident, multi-colored blurry pics of no help beyond this.

To me it looks like a 1930 or 39?

It really looks like a reprocessed (copper plated) cent to me, so that would remove all value, anyway. Otherwise, what is on the obverse is most likely damage caused by a machine (wrapping, vending, counting, etc.).
