Its a small mint error, a MAD - Miss Aligned Die
Since, no part of the design is missing, its worth barely more than face value.

Now that I look at it again, both obverse and reverse are a little out of alignment. Slightly off-center.

It appears to be a slight Misaligned Die issue on both sides.
